The Program Manager (PM) will manage all operational, financial performance, technical, personnel, and process improvement aspects of a large DoD-centric, multiple-award IDIQ contract vehicle. Responsibilities include managing the day-to-day activities of the IDIQ vehicle to include bidding, staffing, scheduling, subcontractor management, business development, pursuing enterprise level solutions, software and application solutions upgrades/ modernizations and general management of government relationships and Task Order Project Managers (TOPMs).


The PM should have a strong DoD PM background and understand the methods and strategies for management of information technology contracts. Interfacing with government contracting and program office personnel will be required.


  • Lead and manage a cross-functional Program Management Office that includes oversight of all internal and external aspects of the IDIQ vehicle
  • Meet regularly with government program office personnel and contracting officers to ensure client expectations are met, issues are promptly resolved, and communications are smooth and continuous
  • Develop and present IDIQ-level reports to internal and external audiences
  • Continuously refine, communicate, and execute the IDIQ Program Management Plan
  • Monitor the TOPM processes for TO management to ensure compliance with Program Management Plan strategies and objectives
  • Review TO project plans to ensure milestones and deadlines are realistic and achievable
  • Review preparation of TO work plans, Work Breakdown Schedules (WBS), execution and delivery schedules, financial performance plans, risk planning and assessments, and team member coordination
  • Review TO performance with TOPMs to maintain cost, schedule, and performance objectives
  • Manage IDIQ-level activities to achieve Program Management Plan objectives
  • Manage subcontractor utilization to achieve small business, socio-economic, and other team objectives
  • Maintain commitment to Company values
  • Develop and enhance client relationships at all levels
  • Perform other duties as required to manage client expectations and achieve project and program success

Desired Qualification:

  • Risk Management Professional (PMI-RMP), and/or Information Technology Infrastructure Library (ITIL) certification


  • BA/BS in technical or mangement discipline
  • Strong knowledge of federal space and specific experience in DoD information technology
  • PMP or PgMP certified
  • Prior experience managing multiple-award IDIQ contract vehicles
  • Minimum 15 years relevant work experience as a PM on US government contracts
  • Strong knowledge of the government contracting requirements (FAR, DFAR, DoD-5000 series, etc.)
  • Strong program management, leadership, facilitation, strategic planning, communications, analysis, and implementation skills
  • Strong management and interpersonal skills
