Overview

NT Concepts, a leading provider of business and technology solutions for the intelligence and national security communities, is looking for an Insider Threat Analyst to join our on-site team in Springfield, VA supporting a critical Intelligence Community client. 

Responsibilities

Insider Threat Analysts: triage anomalous event data; conduct complex, deep-dive, all-source analysis; provide investigative leads; and perform other duties as assigned.

 

 Duties will include: 

  • Analysis. Conduct all source intelligence analysis, cyber intelligence analysis, counterintelligence analysis, law enforcement intelligence analysis.
  • Data triage. Conduct data triage of anomalous events collected by approved SII User Activity Monitoring (UAM) Tool on average of 8,000 - 10,000 events per analyst per month. Elevate anomalous events of concern to a Division government supervisor.
  • Insider Threat Referrals (e.g. investigative leads). Produce Insider Threat referrals IAW requirements established in the SIIA SOP and Writing Guide that document issues on NGA employees’ computer misuse, various violations of NGA policies, counterintelligence concerns, foreign influence, financial stressors, threats to self or others, or Continuous Evaluation (CE) adjudicative concerns.
  • Referrals must be documented in written products and reports in format established in the SIIA SOP and Writing Guide and published in an average of 2-3 days per referral after event detection.
  • Analytic Case Support. Conduct case support to NGA Investigative OPRs IAW requirements established in the SIIA SOP and Writing Guide as requested in the course of NGA investigations, administrative or security inquiries, counterintelligence risk assessments, or other adjudicative assessments, to include support to investigations involving 811 counterespionage referrals to Federal Law Enforcement agencies, DoD investigators, and OIG misconduct cases.
  • Case support activities must be documented in written products and reports in format established in the SIIA SOP and Writing Guide and produced on average of 21-30 days per report.
  • Special Analytical Projects. Complete special analytical projects on topics as directed by Division government supervisors IAW requirements established in the SIIA SOP and Writing Guide.

  • Access and integrate information from Agency network monitoring tools and other data analytics tools and sources to decipher underlying trends or uncover anomalies and discern obscure patterns and attributes.
  • Prepare and present analysis, in the form of briefings and/or reports, to SIIA government supervisors. Briefings and reports should be mostly free from style and grammatical errors, should address all investigative and analytical findings, and be and ready for publication by a SIIA government supervisor.
  • Perform proactive inquiries and collaborate with NGA investigative entities, IC organizations, and Law Enforcement agencies/entities, at the direction and oversight of SIIA government supervisors.

Qualifications

  • The Contractor shall provide fully qualified personnel to satisfy the conditions of this SOW. The Contractor will not be reimbursed for maintaining qualifications. Special exceptions may be approved in advance by the Contracting Officer with agreement between the Contractor and Government.  Qualified personnel that conduct data triage, produce insider threat referrals, do investigative case support, and complete special analytical projects, with qualifications and backgrounds in the following categories are required:  

 

All source Intelligence Analysts

 

  • All source intelligence analysts are required to have a minimum of 7 years of all source intelligence analysis experience. Other requirements include:
  • Experience with data analytics tools and data bases (e.g. analyst notebook, etc.), and graduate of the Federal Law Enforcement Training Center (FLETC), Defense Cyber Investigations Training Academy (DCITA), Joint Counterintelligence Training Academy (JCITA), DoD, other US Federal Government, Intelligence Community, State, or local intelligence analysis formal training courses or programs.
  • A Bachelor’s degree or greater in a related field is desired.

 

 Cyber Analysts

 

  • Cyber operations or cyber intelligence analysts are required to have a minimum of 7 years of cyber analysis experience, experience with data analytics tools and data bases (e.g. analyst notebook, etc.), and graduate of FLETC, DCITA, JCITA, DoD, other US Federal Government, Intelligence Community, State, or local cyber analysis formal training courses or programs.
  • A Bachelor’s degree or greater in a related field is desired.

 

Counterintelligence Analysts

 

  • Counterintelligence investigators or counterintelligence analysts are required to have a minimum of 11 years CI analysis or other CI experience, experience with data analytics tools and data bases (e.g. analyst notebook, etc.), and graduate of FLETC, DCITA, JCITA, DoD, other US Federal Government, Intelligence Community CI analysis or other formal CI training courses or programs.
  •  A Bachelor’s degree or greater in a related field is desired.
