NT Concepts is seeking a Payroll Manager for our Headquarter office in Vienna, VA. This position will be hands on and include maintenance of all payroll aspects of the employee database and supervision the semi-monthly processing of payroll for 900+ employees.


Specific duties to include but not limited to the following:

  • Supervise Payroll Specialist.
  • Review timesheets, create payrolls in accordance with FLSA, including the computing of overtime
  • Service Contract Act (SCA) and Davis-Bacon Act (DBA), PTO, etc. compliance
  • Provide appropriate training, review and back up to the payroll specialist or staff.
  • Reconcile all payroll liabilities to the general ledger, investigate and resolve discrepancies and prepare semi-monthly payroll accrual entries.
  • Create Payroll 401K files and upload to Principal. Maintain 401K contribution timelines in preparation of the annual 401K audit.
  • Support and assist in all external audits such as 401K, Workers Compensation and financial audits.
  • Reconcile and research W-2s issues and process W-2Cs as needed.
  • Assist HR with ADP system related issues, inquires and potential solutions as needed.
  • Setup and update support orders, garnishments and tax levies in ADP. Mailout backup copies to employees.
  • Respond to all state/federal tax notices in a timely manner. Set up and create new states with ADP and tax authorities as needed. Set up locality tax codes in ADP as needed.
  • Complete all quarterly payroll tax reconciliations (including 941’s, FUTA, and SUTA), and annual W-2 filings.
  • Review and ensure timely reporting of all payroll withholding tax payments and reporting requirements to appropriate agencies/states. 
  • Respond to employee inquiries regarding their payroll, tax, and timekeeping questions.
  • Undertake special projects as needed, including but not limited to payroll and timekeeping system maintenance, testing and upgrades.
  • Document procedures as needed, identify areas to improve internal controls and gain additional efficiencies, and recommend policy and process change.
  • Enforce established payroll related policies, procedures and regulations and adherence to Company and governmental policies.


Bachelor’s Degree in Accounting or related field. 

A minimum of eight (8) years of in-house payroll experience, including three years of staff supervision. 

Experience and education that meet the minimum requirements may be substituted. 

Clear and effective communication skills (Written/Verbal).  

Extensive knowledge of current payroll policies and procedures to include the Fair Labor Standards Act, federal and state tax regulations, tax reporting requirements and year-end W-2 processing. 

Must be a self-starter, have advanced knowledge of accounting, systems and problem-solving skills. 

Strong analytical and collaboration skills to work effectively with internal departments and employees. 

Computer proficiency including advanced knowledge of Microsoft Excel is required. 

Experience with ADP Workforce Now and Unanet ERP preferred.
