    Responsibilities

    Overall Assignment DescriptionIndustrial- Physical Security Specialist - Provides security expertise, guidance, consultation, facilitation, and leadership in all security related functions pertaining to: personnel security; industrial and physical security; computer investigation and awareness; security operations; and other security business.

    Duties may include:

    • Ensure that all NGA and contractor areas located in the Continental United States (CONUS) or Outside Continental United States (OCONUS) meet all DoD and IC standards for processing, handling and storing Sensitive Compartmented Information (SCI) and Collateral classified information prior to formal accreditation as a Sensitive Compartmented Information Facility (SCIF) or security area.
    • Ensure assigned security projects and programs comply with required security governance for physical, industrial, information, and other applicable security disciplines, which govern physical, industrial and information security. Examples include but are not limited to: ICD-705 Tech Spec, National Industrial Security Program Manual, DoD Information Security and SCI policies and regulations, and Committee on National Security Systems publications, and provide general guidance of TEMPEST concepts and requirements.
    • Coordinate with other NGA offices and divisions to develop security solutions and convey to internal and external customers. Provide agency level technical expertise concerning physical security, industrial security, information security and foreign disclosure/release. Provide support to NGA’s collaborative foreign partnerships and partnership agreements. Interpret security policy on matters pertaining to processing, dissemination, and controlling of classified materials.
    • As directed, use administration and security electronic software tools, databases and systems to sustain and advance the Industrial and Physical Security Programs of NGA. Maintain an active access to administration and security electronic software tools, databases and systems as needed to safeguarding classified information, NGA programs and advance the Industrial and Physical Security Programs of NGA.
    • Maintain well organized electronic and hardcopy records in accordance with agency policy and federal laws. Update and maintain records, i.e., accreditation packages, approvals, (e.g., database and hardcopy), current and accurate Co-Utilization and Joint-Utilization agreements, collateral area files, status remarks, expirations, inspections, assistance visits, DD Form 254, etc. Manage and maintain data entries into community databases, e.g. IC SCIF database, NGA’s PeopleSoft database, and locally created database used to track work efforts.
    • Draft, review, and maintain internal NGA policy documents, standard operating procedures, and instructional handouts pertaining to Physical and Industrial Security. Create and present informational briefing and training sessions as indicted by government connected to the Industrial and Physical Security Programs of NGA. Recommend, create, maintain and distribute training aids and resources per government direction.
    • Apply knowledge and experience to solve physical security challenges in support of agency mission and goals. Utilize a variety of security and non-security concepts, principles and practices to analyze complex physical security issues and provide cost-effective recommendations that meet policy requirement to reduce or eliminate physical security risks or when security requirements impeded mission success. Suggest, create, generate, update and provide feedback for metrics to advance the Industrial and Physical Security Programs of NGA or as directed by government. Balance cost, time, performance and risk. 
    • Provide trip reports which include inspection, recommendations, items requiring follow through and completion, pertinent travel related information, and acquired or produced threat assessments. Provide input for weekly activity reports, scheduled staff meetings, and monthly management meetings. Prepare business and administrative support documents using electronic software tools for efficient and effective program and project management, examples include presentations, written documents, spreadsheets, SharePoint, and other office software tools.
    • Provide expertise, as required to the NGA Security Workforce Support Center/Help Desk, to assist internal and external customers in a timely manner. Manage and operate associated Helpdesk and customer service phone lines, email accounts and messages along with other social media applications between the hours of 0800 to 1600.

    Qualifications

    Required:

     

    • All Candidates:
    • TS/SCI Clearance and be willing to take a CI Poly
    • Must have, or be willing to obtain, the DoD Security Professional Education Development (SPeD) Certification IAW DoD Manual # 3305.13M within 1 year of service start date.
    • A Bachelors or equivalent experience in a related field. Equivalency Measure: For every one (1) year of education required, two (2) years of relevant work experience is considered the equivalent. The limit for use of this equivalency measure is one degree.
    • Experience may be broad based, crossing multiple markets (e.g., government, industry) and may also include relevant and associated certifications and knowledge of applicable tools, methodologies, or best practices.

     

    • Level 3 Candidates require:
    • 7-10 years includes >3 years within DoD/IC
    • Significant experience in a distinct functional or cross-functional security areas (e.g., personnel, physical, industrial security; computer investigations; classification management; operational security; security education, etc.) based on the specific needs of the task.
    • Experience directing the activities of security specialists as necessary on activities related to the specified field or discipline.

     

    • Level 2 Candidates require:
    • 3-6 years includes >2 years within DoD/IC
    • General knowledge of security practices with emphasis in personnel, physical and/or industrial security.
    • Works independently and closely with senior specialists or task leads. 

    Desired:

     

    • Possess the GSA-Authorized Safe and Vault Technician and Inspector Training Certification (10-days).
