  • Overview

    This individual will have a high strategic impact to the corporation and business unit. They will be responsible for formation and management of critical subcontract practices and policies and other obligations of high risk and visibility. This position requires a high degree of independent and creative judgment applied to goals and objectives of the corporation.


    This position includes participation in development of business alliance and partnering, source selection procedures and processes, and making buy determinations. They will provide guidance and leadership to cross-functional business team members and mentor less experienced subcontract professionals. This individual will be responsible for leading the subcontracting and purchasing functions across the full scope of the business. Duties include development, negotiation, and administration of Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs) in support of Business Development and Capture efforts; Development, negotiation, and administration of subcontracts in support of contract activities; and development, negotiation, and administration of vendor agreements in support of internal purchasing activities.


    Specific responsibilities include, but are not limited to developing subcontracting compliance matrices, subcontract specifications, work statements, and terms and conditions of varying complexity. Prepare subcontractor RFP packages, conduct analysis, evaluation, and negotiations of subcontractor proposals. Regularly interacts with various company groups (BD, Execution, Talent Management, Business Operations).  Authoring Small Business Subcontracting Plans, ensuring compliance throughout the contract lifecycle, and submitting eSRS reports. Conducts cost and price reasonableness evaluations. Strong communicator with a desire to be challenged and stretched.


    Required Experience:


    This individual is able to multi-task and independently prioritize workload to ensure maximum benefit to the company. They are extremely organized, efficient, and possess the necessary mix of knowledge, skills, abilities, and confidence to solve problems. They have a strong knowledge base in compliance with the FAR, DFARS, and other Federal regulations.  The ideal candidate understands a variety of subcontracts and purchasing business conditions and has an appreciation of their financial/analytical issues and profit and loss implications. You are a team player who embraces a challenge but has no fear of working independently to get the job done.


    8+ years of professional experience including 5+ years of experience in Government contracting



    Desired Experience:


    This individual has independently developed, negotiated, and administered NDAs, TAs, and subcontracts in support of US Government customers. They have a strong understanding of FAR Part 44 and other associated subcontracting regulatory requirements. Exposure to contractor purchasing system review (CPSR) planning, development, deployment, administration, and compliance.


    DAWIA Level III, FAC-C, or industry equivalent certification in Contracting
